Why does it appear that the US govt or FBI have not published definitive recommendations (based on testing) regarding over-penetration in homes or apartments?

There seems to be a lot of conflicting info on the net. And many gun youtubers have their own dry wall and over penetration videos and testing.But why hasn’t the fbi or another USA agency released definitive info after doing strict testing of their own?Why is such important info left to us? via /r/CCW https://ift.tt/2HdF84S
